I just got a new iMac last week. It came with Sierra and SSD internal hard drive. I don't plan on updating to High Sierra until TechTool Pro and SuperDuper! is 100% compatible.

My question is: Once everything is compatible and I've updated to High Sierra with APFS on my internal SSD, should I format my external TechTool Pro drive to APFS even though that drive is not SSD?

The version of APFS that shipped with High Sierra 10.13.0 is specifically optimized for use with SSDs. One would think that if Apple thought that this initial public release of APFS were of significant benefit to rotational hard drives, then the High Sierra 10.13.0 installer would change an internal rotational drive from Mac OS Extended (journaled) to APFS. It does not do that.

If I were in your situation, I might experiment with APFS on an external drive used only for experiments, and I would read MacInTouch daily to see what the reported problems with APFS are.
