I made volume optimazation of my 3.5TB used USB HDD.
then my mac's Time Machine began 3.5TB backup!
it takes a few days

and in fact, it seems to never ends, because my mac has been making the kerenal panics repeatedly and the backup is reset.
(of course, the panics is the another problem, but non stop 3days-over backup is enough)
The administrator has disabled public write access.

Performing a Volume Optimization does not change the creation or modification date of any of the files, so it would not have any affect on whether Time Machine needed to make a new backup.

Make sure that you are not backing up Time Machine to itself. The Time Machine volume should be excluded in the Time Machine preferences. We also recommend excluding the folder at /Library/Application Support/TechTool Protection:
