I am using High Sierra 10.13.6 and I cannot turn on either trash or directory protection
with a western digital rotational drive. How exactly can Techtool recover any files?
The format is Jhfs+.

Also, can Techtool pro recover files from APFS drives at all?
I note that Diskdrill Pro and others claim to do this.

From the TechTool Pro 10.1 manual, page 9.5:

"NOTE:

Directory Backup and Trash History are not available on the current startup volume in macOS 10.13 and later due to new restrictions in the OS. In 10.13 and later, directly opening the directory for the active startup volume while System Integrity Protection is enabled is no longer allowed."

Data Recovery does not work as well without the Protection file created by Directory Backup, but it can in some cases recover files by "scavenging" the entire volume.
