When i try create usb Protégé, this message show "An error Occurred while trying to partition your device and your device could not be partitioned. Please try again. if the problem persist contact technical support. (98)

i tried with 3 USB devices

If you had reported the problem with one USB memory stick or drive, I would suggest that you check the partition map with the Partition Map tool in TechTool Pro.

Use Disk Utility first to format the USB memory stick or drive with a GUID partition map and a single Mac OS Extended (journaled) volume. Protégé was a FireWire flash drive that had software similar to a Protogo device on it. The FireWire flash drive is no longer available, as far as I know.
